If you donвЂ™t have enough missionary strength, youвЂ™ll never be able to convert some provinces. The big factor here is development, but the existing religion in a province also has an effect (Islamic provinces are notoriously hard to convert). The speed at which your missionary converts a province is mainly affected by your Missionary Strength.В Each province also has a resistance to being converted.
